The workforce has 5 EDUCATION TIERS: unskilled → primary → secondary → university → institute. Each tier must be met SEPARATELY — a university shortage can halt a factory.
Schools (school, university, medical school) produce tier capacity; prosperity decides university enrollment (in a poor society, young people stop at high school).
A factory that can't find staff doesn't produce that day. Unemployment is calibrated to real data.
